Justin Hughes has spent his career making high-stakes decisions in environments where ambiguity, time pressure and consequence collide — first in a fighter jet cockpit, then in the boardroom, and now as a sought-after speaker and facilitator on decision-making under pressure.
Justin’s operational grounding comes from 12 years as a military fighter pilot, including 250 live displays with the Red Arrows, the RAF’s world-renowned aerobatic team. Flying at the edge of performance in front of hundreds of thousands of spectators demanded split-second judgement calls with zero margin for error — a discipline that has shaped everything he has done since.
After leaving the military, Justin Hughes built a long career in consulting before being parachuted into L3Harris as a senior manager, where he led a rapid business unit restructure during the Covid pandemic. Working within a leadership team under sustained pressure from Corporate, he navigated a string of high-consequence strategic decisions — experience that saw him lean heavily on the structured, cognitive-diversity methodology that now underpins much of his work.
Since 2022, Justin has been CEO — and is now Chair — of NetZeroNitrogen, a biotech business he has steered through two oversubscribed funding rounds, raising $8.5 million in a famously depressed fundraising market. The role has meant constantly balancing product optimisation against commercial reality and investor pressure, a live case study in decision-making that Justin draws on throughout his talks and workshops.
For decision-making under ambiguity, Justin draws on a framework developed by Mark Burgman at Imperial College London — a structured approach to harnessing cognitive diversity, developed for and used extensively by the intelligence community. The method moves through five stages: qualifying the question, gathering independent assessments, collectively reviewing them, running a further round of independent assessment, and then averaging the results to reach a sharper, more robust decision.
For moments that demand speed rather than deliberation, Justin has reverse-engineered his own methodology from years in fast-jet aviation — a framework with clear echoes of Gary Klein’s naturalistic decision-making research (Sources of Power), particularly around the role of pattern recognition. It breaks decisions into three categories: known knowns, which should be scripted and followed to the letter; known unknowns, which call for dynamic rehearsal to stress-test the what-ifs; and unknown unknowns, where the priority is absolute clarity on the one ball that cannot be dropped.

Justin has presented and run workshops on these themes for senior executive audiences across the technology and financial services sectors, including Microsoft, PTC, Amazon, the Bank of England, JP Morgan, and a range of hedge funds and private equity firms. He presented specifically on decision-making at Microsoft’s UK channel launch event for Teams.
For five years, Justin has run a half-day module — Culture, Leadership and Priorities — closely aligned with this subject matter, as part of BP’s global leadership programme. He has also delivered closely related workshops for Starr Insurance’s senior risk managers and their largest clients, and at a global client event for Aon.
